The Runemaster offers two services.

The second and most important service is his Rune Exchange:

The top section of the Rune Exchange tab has slots to hold up to 4 runes that you want to exchange.
The price for any exchange is based on the number of runes you offer in this area:

1 rune	125,000 gold
2 runes	25,000 gold
3 runes	5,000 gold
4 runes	500 gold

The bottom section of the Rune Exchange tab is where you select the rune you want in the exchange.
There are 3 circles, each has an arrow on the left and right that allows you to cycle through the options for that field.
The leftmost field is where you select the class whose rune you want, you may select any of the playable classes.
The center field is where you select the aspect for the class.
The rightmost field is where you select the specific rune for the aspect and class you selected in the other fields.
