Enter the tavern and head to the back room, which Pry will unlock for you:

Take the set of stairs in the back room of the tavern, they lead into the first level of the sewers:

In the Northern part is the entrance to the second level of the sewers:

In the center is the entrance to the last level of the sewers:

In the back room Valor will be waiting to speak to you:
