This quest starts with a man who is standing on the lower balcony of the arena:

As he says you must complete 5 rounds in the arena which is why I noted in the Panem tutorial that you must speak to him first before accepting the Panem quest. But hey, why not complete all 9 rounds for the extra experience and gold! So anyway, after you complete a minimum of 5 rounds come back and speak to him again (if you don't want to do all 9 and have lost track of what round you are on just look up at the balcony, once 5 rounds are finished the symbol above his head changes to a ?!):

Unfortunately you also have to pay him 100,000 gold to get the location of the camp, but overall it is worth the gold. So click Accept and speak with him again:

Go West to this location:

Beware, just above the X where I am standing is a dragon! Kill it if you like, but you can always sneak around it and speak to the guards undetected:

Follow them into camp and speak to their leader who is located here:
