Just after accepting your reward for Scout Post the Commander will become available for another quest:

Now you need to go East and over the river, just above Aish-Jadar to find the Settler:

Speak with him:

He will follow you back to the Commander, be careful not to let him die or the quest will fail and you won't be able to do the others. Talk to the Commander for your reward:
