This quest starts with a man who is in a small cave East of town:

You will find the NPC inside this small cave:

Now you need to escort him safely back into town, bring him just beneath the tent that is to right of the horse dealer. If you reach the right spot he sometimes will stop wherever he is, so if you were far ahead of him just walk back the way you came till you find him. Speak to him for your reward, and then he will turn into a merchant:
