This quest starts off with the blacksmith who is in a small room on the right shortly after you enter the city:

Go out the main entrance (the way you came in) and North to this location:

You will find a Wyvern by the dragon skeleton:

When it dies it will drop the Scale of a Dragon:

Bring it back to the blacksmith:

He will drop you reward and become available as a blacksmith:
