The quest flag sends you to the following location but you can find Dark Elves everywhere so feel free to kill them off while doing another quest:

Each Dark Elven Zhur'Urkahi that you kill will drop it's head when it dies:

When you have 15 heads go back to Lady Minerva for your reward:
