The Quest Flag will direct you to the following location, but it doesn't matter where you go as long as you kill any 3 Orc Shamans:

Each Orc Shaman you kill will drop an Orc Shaman Skull on the ground:

Once you have 3 Skulls go back to Gindholm for your reward:
