Frosted Death & Winters Rigor, Ice Dragons:

To reach Frosted Death and Winters Rigor take the Mascarell Main Portal, then go to the Northern part of the city. There you will find a small fort, exit the city by the gate inside the fort. The gate is at the location marked below:

 From there cross the bridge and go South across a small plain (just follow the road) and continue North down the long forest path. The bottom yellow arrow on the below shot marks the gate in the Mascarell fort:

About half way down the forest path you will encounter two elves that are blocking the path (they are marked by the top yellow arrow on the above shot), you must speak to them and Accept their quest in order to go any further down the path:

When you reach the very end of the path you will be at the X below:

Go North through the Plains of Tyr-Nadar, the dragons are at the X on the map and are standing at the yellow X's in the smaller shot of the location:
