Speak with the woman standing next to the Portal:

You can find Bolting Terror Magicians throughout the area, but there is a large amount in the cave she directs you to, so it is best to go there. It is to the right of the tower:

It is a pretty large cave, so don't get lost:

It is filled with various Bolting Terrors, but you need to find the Magicians:

When the Magicians die they will drop their Skulls on the ground:

When you have all 3 Bolting Terror Skulls bring them back to Shantaria for your reward:
